Monitoring and Evaluation

About
Monitoring and evaluation is a thorough way for QRA to demonstrate the programs we invest in are making a difference. The jointly funded Australian and Queensland Government (50:50) monitoring and evaluation initiative is a requirement under Category C of the DRFA following the 2021-22 Southern Queensland Floods.
The objectives for measurement across the portfolio are to examine whether each package:
- responded to community needs over time (appropriately and efficiently)
- contributed (effectively) to the achievement of package, and recovery and resilience objectives.
Findings will be used to support future program design and delivery, as well as build QRA’s monitoring and evaluation capabilities.
Status
This program is currently underway.
Administering agency
Queensland Reconstruction Authority (QRA)
Funding
The program is jointly funded (50:50) by the Queensland and Australian Governments under Category C of the Disaster Recovery Funding Arrangements (DRFA).

FAQs - Monthly Monitoring Report
Each month, Councils and State agencies are required to answer five questions (refer to the supplied Excel) about each DRFA Category C or D package you deliver. The completed template should be attached when you lodge monthly progress reporting in MARS.
If you require a copy of the Monthly Monitoring Report template please contact us.
Answering these questions regularly will strengthen QRA’s understanding of:
- ‘how’ and ‘why’ packages are progressing towards their objectives
- the challenges you are experiencing and ways service delivery could be improved
- how we might achieve better community outcomes when responding to future events.
Consider your response a high-level update of your package’s progress over the previous month. Include only the detail you need to highlight your key achievements, any risks or issues of note and information you believe QRA needs to be made aware of.
If you feel there is ‘nothing new to report’ between one month and the next, you are encouraged to complete the Excel template with this as your response. Such information is still valuable for monitoring and evaluation purposes.
