The Queensland Reconstruction Board

Under the Queensland Reconstruction Authority Act 2011, the key purpose of the Queensland Reconstruction Board is to oversee the operations of the Queensland Reconstruction Authority (QRA).

The functions of the Board are to:

  • set QRA’s strategic priorities
  • ensure QRA performs its function and exercises it powers in an appropriate, effective and efficient way
  • make recommendations to the Minister about: priorities for community infrastructure; other property and community services needed for the protection, rebuilding and recovery of affected communities; and the need for the declaration of declared projects and reconstruction areas.

Board membership

Membership of the Queensland Reconstruction Board consists of:

Chair, Queensland Reconstruction Authority 

  • Ms Katarina Carroll APM

Members

  • Two members nominated by the Australian Government:
    • Mr Brendan Moon AM, Coordinator-General, National Emergency Management Agency
    • Ms Clare Chapple, First Assistant Secretary, Regional Development, Local Government and Regional Recovery, Department of Infrastructure, Transport, Regional Development, Communications and the Arts 
  • One member nominated by the Local Government Association of Queensland (LGAQ):
    • Mr Greg Hallam AM PSM, former CEO of the LGAQ
  • Other members with expertise or experience in engineering, planning or another field considered appropriate by the Minister:
    • Deputy Commissioner Mr Shane Chelepy, State Disaster Coordinator, Queensland Police Service, previous Chair, Queensland Reconstruction Authority Board
    • Dr Robert Glasser, previously held the role of Head of United Nations Office for Disaster Risk Reduction and was Secretary General of CARE internationals and chief executive of CARE Australia
    • Dr Aysin Dedekorkut-Howes – is the Program Director of Urban and Environmental Planning at Griffith University and is an expert in the fields of environmental and regional planning, urban/disaster resilience, climate adaptation and sustainability.
    • Ms Lynette McLaughlin – has extensive experience in community and regional issues serving as a councillor and Mayor for 22 years in Burdekin Shire Council. Ms McLaughlin has broad experience in governance, sustainability and disaster management and previously served as a board member from 2013 to 2016.
